First, the Phantom has a rear camera of 13MP and front camera of 8MP, while that of the Samsung Galaxy S4 also has a rear camera of 13MP but front camera of 2MP. Now, that's quite a difference.
Secondly, taking a look at the price difference between the Phantom A2 to the Galaxy S4, you save close to over N50000, when you purchase the Tecno Phantom A2.
Both Phones have almost the same features, ranging from its screen size, its operating system, sound quality, memory, battery life, and so on.....
In my opinion, i will go for the Tecno Phantom A2 (for obvious reasons).
Tecno Phones are really going to take control of the tablet and smartphone market (in Nigeria).
